Launching from shortcut will start standalone editor,which is not related to Notes.The existing soffice process will be killed before standalone editor has started.So the sequence of processes listed by you is right,

soffice.exe process( existing and running...)
notes2w.exe process starts
nlnotes.exe process starts
soffice.exe process dies (Killed)

New soffice.exe will start...

The Notes(mail) can not be launched in standalone editor directly. It should be launched by other way...

So,your problem should be that the productivity tools can not be launched when Notes Client( I mean the mail can be launched) is running, right?

This problem can be always reproduced in your workstation,or just by accident?
